Administrative HistoryCuminestown Special Water Supply District in Monquitter parish was in existence by 1893, when water supply works were approved by Aberdeen County Council.

In 1899 a Special Lighting District was formed, based on the boundaries of the Special Water Supply District. The village had previously been lit by voluntary contribution, and all the existing apparatus was handed over to the new Special District.

A Special Scavenging District was debated for some time in 1934 before it was finally formed, and it was adopted into the county system in 1949.

Both the Special Lighting District and the Special Drainage District were taken over by the county in 1968.
