Administrative HistoryFindochty Special Water Supply & Drainage District, in the parish of Rathven, was formed in 1890, with an initial assessment of 1/8d. in the pound. A Special Scavenging District was proposed in 1896 by Banff District Committee and approved by the County Council. In 1898, the Special District received a loan of £800 to extend and improve the water supply, and in 1901 the Drainage District borrowed £1550 for extensions, while the Water Supply District borrowed a further £175 for extensions. A Special Lighting District was formed in 1907. Findochty applied to the County Council for permission to levy a special harbour rate in 1912 to avoid the expense of becoming police burgh. The following year, the Water District borrowed £2525 to pay for water from the mill dams of some tenant farmers as well as improving the system generally. In 1915, Findochty's four districts applied for the town to be erected a Police Burgh, and permission was granted: responsibility for water supply, drainage, lighting and scavenging then became that of the burgh.
