| Administrative History | Newmill Special Water Supply District, in the parish of Keith, was formed in 1890, with a starting assessment of 1s 1/2d. in the pound. The waterworks were extended in 1928, for which the District initially borrowed £150, increased later to £200. A Special Drainage District was mooted in 1936, following a report by the Sanitary Inspector, but it was opposed by all but two of the ratepayers. The village was surveyed again by the Medical Officer of
Health, the Sanitary Inspector, and the County Architect in 1938 and they thought a drainage scheme would be difficult because of the gradients - they estimated it would cost £2,093 6s. 6d. A scavenging district was in place by the 1940s. A Special Lighting District was requisitioned by the ratepayers and approved by the Council in 1947, and was extended, along with the Special Scavenging District, in 1955. In the same year, the Special Drainage District was finally formed. |
