The Council approved the sale of the following ground, in accordance with the Act of Council of 14 June 1806: the purchase by Francis Clerihue, wright in Aberdeen, of a stance of ground measuring thirty- eight feet, at a feu duty of 7 shillings per foot, and a corner stance of fourteen feet, at a feu duty of 2 shillings per foot, on the south side of Queen Street. The Council also approved the purchase by Andrew Hall, flesher in Aberdeen, of fifty feet of ground at 7 shillings per foot yearly feu duty, at the north-east corner of Frederick Street, plus five feet of ground at 5 shillings per foot. The Council approved the report of the committee appointed to purchase properties in and about Footdee for the harbour improvements, which reported the following acquisitions: purchase of a piece of ground in Footdee from the heirs of Arthur Gibbon for 200 guineas; and purchase of a house and piece of ground from Andrew Forbes, shipmaster, for 70 guineas. The Council considered an application from the members of the Union Whale Fishing Company requesting a lease of the houses at Footdee, formerly owned by Messrs Francis Leys & Company, as they were greatly inconvenienced by their boil houses being on the south side of the River Dee at Torrie. The Council rescinded the Act of Council of 28 October 1800, which prohibited ground belonging to the Town on the north side of the River Dee being leased for use in the whale fishing trade. The Council remitted to the magistrates to arrange a roup of the lease of houses at Footdee, which the Shoremaster bought from Francis Leys & Company. (246r - 246v)

The Council approved of the Provost's motion at the previous General Convention of Royal Burghs suggesting that the Convention make an application to the Lord Advocate for relief from the obligation on the magistrates of burghs to provide a free jail for debtors. (246v)

The Council remitted to the magistrates to employ John Fiddes (rather than Thomas Gordon) to build a covered drain for carrying off the stagnant water on the east side of Footdee. (246v)

The Provost laid before the Council a letter from Lord Viscount Melville, thanking the Provost for the letter of congratulation on his acquittal. [Letter engrossed.] (247r)

The Council approved the purchase of the following properties, to enable the construction of a new street between Union Street and the Inverury Turnpike Road via Tannerie Street. The Council authorised the Treasurer to pay the following purchase prices, or to grant bonds for the price to the sellers:
