The Council appointed the Taxers and Stent Masters: Walter Sime and Alexander Galen, present Baillies; Alexander More, Dean of Guild, Thomas McCombie, Treasurer, George Sim, late Dean of Guild, and George Thomson, late Treasurer; Baillie William Shepherd, Messrs James Young, James Forbes, Alexander Fraser, Alexander Rhind, John Catto, Alexander Gibbon junior, James Thomson junior, George Tower, Andrew Simpson, Gavin Hadden, David Dingwall and John Symon all merchants in Aberdeen; Thomas Duncan, advocate in Aberdeen; Deacon George Angus, watchmaker, and Deacon Alexander Barron, baker, Trades councillors. The Council directed the Taxers and Stent Masters to raise the following sums: £487 6 shillings 4 pence for the King's Subsidy for the year Martinmas 1800 to Martinmas 1801; £138 15 shillings for the Town's Eque, Missive Dues and expenses incurred by the Commissioners to the Convention of Royal Burghs for the year ending July 1801, in terms of the Act of Council of 1 October 1800; and £16 16 shillings 7 pence overspend from the previous year's taxation. The Council admitted the following to bursaries of 4 years duration at Marischal College. Andrew Tawse, son of Andrew Tawse, flaxdresser in Aberdeen awarded one of James Cargil's bursaries of £6 10 shillings. George Gordon, son of the Rev Dr George Gordon, one of the ministers of Aberdeen awarded one of Katherine Rolland's bursaries of £6. John Dunn, son of Peter Dunn, farmer at Halkerton awarded John Turner's vacant bursary of 100 merks. Neil Arnott, son of Alexander Arnott, merchant in Aberdeen, and Charles Gibbon, son of William Gibbon junior, shipmaster in Aberdeen each awarded one of Dr Liddel's bursaries of £5. Alexander Forrest, son of James Forrest in Drumlithie awarded Dr Ross' bursary of £5. Alexander Cushnie, son of Mr Alexander Cushnie, minister of Oyne awarded James Milne's bursary of £5. William Officer, son of Robert Officer, farmer at Jacksbank in the parish of Glenbervie to Robert Cumming's bursary of £5. (66r - 66v)

The Council directed the Shoremaster to pay for the 100 shares in the Aberdeenshire Canal purchased at the behest of the Council by Provost Dingwall at £10 8 shillings 8 pence per share, plus the loan of a further £3 10 shillings per share as part of the £15,000 required for completion of the canal. Also to pay the £500 subscribed to the Canal Company by Provost Hadden to cover the deficiency in the £15,000 completion costs caused by other shareholders not paying the loan on their shares. The Council remitted to a committee of Provosts Hadden, Leys and Dingwall, and Baillies Sime and Galen, or any three of them, consideration of the plans for an increase the supply of piped water in the Town, and for two wells on the Lands of Hazlehead for supplying more water, in terms of the Acts of Council of 18 September 1799 and 28 September 1799 and the General meeting of the inhabitants of 17 September 1799. The Council remitted to the magistrates, the Dean of Guild and the Treasurer to grant to Andrew Jopp a lease for a piece of ground at the east side of the Quay on which to erect a lime shed, on condition that that the ground was vacated within six months' notice, if required for any public purpose.
