The Provost reported that Mr James Cromar had accepted the post of Rector of the Grammar School. (110v)

The Council granted the application from William Copland, advocate in Aberdeen, to continue in the post of Collector of the Cess and other Public Taxes on sureties provided by George More and Alexander More, merchants in Aberdeen. The Council resolved to pay an allowance of £40 to William Copland for his trouble, risk and expense. (110v - 111r)

The Council remitted to the magistrates a recommendation from the Dean of Guild Court to consider the complaints made about the slaughter of cattle within the Town. (111r)

The Council considered a representation from Principal Brown, the four Regents of Marischal College and the three ministers of the City, against the Council's decree that the person appointed to the vacant post of one of the Ushers of the Grammar School must abstain from preaching while in the post. [Representation engrossed.] The Council stated that they had an unqualified right to regulate the management the Grammar School; that the condition requiring Masters not to preach while employed at the Grammar School did not contradict the terms of Dr Patrick Dun's mortification, and benefited the school children; and that there had been Masters of the Grammar School who were not preachers or licentiates of Divinity, notably Mr John Milne, Dr Beattie, Dr James Dun and several others. The Council resolved to adhere to the Act of Council of 20 April 1799, and decided that no one should be admitted to one of the posts of Master of the Grammar School unless they agree not to preach while employed there. The Council directed the magistrates to arrange the trial for the candidates for the post of one of the Ushers of the Grammar School. (111r - 118v)

The Council agreed to pay [no amount specified] out of several mortifications to the Managers of the Poor's Hospital for the year ending Candlemas 1804.
