The Council granted the application from the friends of the late Major James Mercer, to erect a small inscribed tablet of white marble in the wall of the Session House, adjoining the East Church, at the end of the Major's grave, on payment of 5 guineas to the Master of Kirk Work. (188v)

The Council approved the report of the committee appointed to arrange a new lease of the Shore and Harbour Dues, which made the following recommendations: first, the the Pack House and Weigh House Dues be separated from the Shore Dues; second, that the lease of the Ballast Lighters be included with the Harbour Dues, as formerly, with certain conditions on the use of the Ballast Lighters; and third, that potters clay, fire clay and dung be added to Table of Shore Dues. The Council remitted to the magistrates to negotiate with the Tacksman of the Shore Dues, or with any other suitable person, to take a three-year lease of the Pack House and Weigh House Dues. The Council approved the report of the committee appointed to consider the obstructions in the Navigation Channel, between the New Pier and the Old Pier, which recommended that the course of the Burn be straightened [line of new course described], thereby reducing the annual expense of maintaining the Channel. The Council remitted to the magistrates execution of the scheme. (189v - 190r)
