The Council elected James Young Esq, Burgess of Guild and present Provost, to be Aberdeen's delegate at the election on 30 October 1812 of a Burgess to serve as the Member of Parliament for the District of the Burghs of Aberdeen, Montrose, Brechin, Aberbrotheck and Inverbervie, the Council members and William Carnegie, the Town Clerk, having qualified themselves by taking and swearing the necessary oaths. The Council approved the sale by public roup of the leases for three years from Martinmas 1812 of several pieces of ground at Poynernook, at present occupied as a woodyard by John Scott Esq, along the west side of the High Road leading from the Saw Mill towards the Floodmark or brick kilns, to Hugh Arthur Low at the annual rent of £30 [measurements given]. The Council further approved the sale by public roup of the lease of two pieces of ground at the foot of Carmelite Street at Poynernook adjoining that belonging to Messrs Young and Walker, manufacturers, marked on a plan as numbers one and four. The first was taken by George Clerihew, on behalf of John Chalmers, wright, for a period of three years from Martinmas 1812 at £7 annual rent. The second was taken by William Gibbon junior for a period of one year from Martinmas 1812 at £10 rent. (239v - 240r)

The Provost reported that the present incommodious state of the Jail and Court House of Aberdeen had long been a subject of complaint and had been remarked upon by the Lord Justice Clerk at the last Autumn Circuit. With the repair or erection of new buildings in mind, the Commissioners of Supply had appointed a committee to meet with the Council to discuss the matter. Subsequently, the Council appointed the Provost, Baillie Garden, the Dean of Guild, the Treasurer and Mr James Hadden as a committee on the part of the Town to meet with the committee on the part of the County and report to a future meeting of the Council.
