The Provost reported to the Council on the dispute that had arisen between the proprietors of the salmon fishings on the Raik and Stells of the River Dee and the Harbour Trustees respecting the recommendations of Mr Telford, civil engineer, to erect a breakwater in the sea on the south side of the river mouth on the lands of Kirkhill belonging to the Treasurer, a work not included in the Harbour Act obtained. Litigation had begun in the Court of Session with the salmon fishers contending that the proposal would seriously affect their fishings. The Provost stated that various meetings had taken place between committees for the two parties and, as a result, a draft agreement had been framed which he laid before Council [terms of the agreement engrossed]. The Council approved the proposal and authorised the Treasurer to subscribe the agreement, as owner of the Lands of Torrie and Kirkhill. (248v - 249v)
The Council considered the application from James Dyce, druggist in Aberdeen, owner of a tenement on the east side of the Broadgate, adjoining the College Church and formerly owned by Baillie Robert Garden, to be allowed the privilege of opening an entry door to his dwelling house at the head of Broad Street from the College Church close. The application was approved subject to Mr Dyce paying 20 shillings annual rent to the Master of the Kirk and Bridge Works and complying with certain conditions [conditions given]. (249v - 250r)
The Council approved of the Treasurer borrowing monies for the public purposes of the community on 20 December 1812. Bills and bonds for the relevant sums had been issued to the following persons, with interest of five percent:
