Hugh Lumsden Esq of Pitcaple, advocate and Ruling Elder, was elected to represent the City of Aberdeen as its Commissioner to the General Assembly of the Church of Scotland in Edinburgh on 20 May 1813. (254v - 255r)

Mr Hadden, the Treasurer, laid before the Council a minute of the Board of Taxers dated 26 February 1813, recommending an increase in the allowance paid to the Collector of Taxation from £40 to £50 of which the Council approve. (255r - 255v)

William Copland, advocate in Aberdeen, was appointed to continue in the office of Collector of Taxation for the City of Aberdeen with an allowance of £50 for the expense of collecting and risk of bad debt. Sureties were offered by Mr George More and Mr Alexander More, merchants in Aberdeen. (255v)

The Provost reported that the magistrates had received two sealed offers for a lease of the Flour Mill but, being considerably under the sum previously fixed, that is £180, they had been rejected, of which the Council approved. (256r)

The Council remitted to the standing committee consideration of the proposal by Deacon Cromar to augment the compositions paid by entering Burgesses of Guild on account of the many privileges they enjoy, particulary with regards the admission of their sons into Robert Gordon's Hospital. (256r)

The Council delayed until the next meeting the consideration of the correspondence of Messrs Cranstoun and Veitch, Writers to the Signet and agents for the Council in the action of reduction of the leases of the Harbour and Weigh House Dues at present pending before the Court of Session against Messrs George and Alexander More suggesting the propriety of raising a supplementary summons of reduction of the leases of the Ballast Lighters taken by the said Alexander More in 1808 to be served against the said defenders.
