The Council approved the sale by public roup of the lease for three years from 26 May 1813 of the Bell and Petty Customs to George Henderson, residing in Aberdeen, on behalf of Alexander Mearns, merchant in Aberdeen and the current tacksman, at the yearly rent of £334, with John Rae and William Johnston, merchants in Aberdeen, standing caution. The Council further approved the sale by public roup of the lease for one year from 1 June 1813 of the Pack House and Weigh House Dues to Alexander Allan, advocate in Aberdeen, on behalf of David Milne, merchant in Aberdeen, at the yearly rent of £202, £30 of which being allocated upon the Weighing Dues of Tallow and Rough Fat. The Provost laid before Council a memorial and petition from sundry merchants and Burgesses complaining of the damage to business occasioned by itinerant auctioneers being allowed to interfere with them in the retail trade. The Provost had sought the opinion of the Town's Assessor on the matter who stated that as existing legislation was deficient it would be necessary to apply for an Act of Parliament to remedy the situation. Both the memorial and opinion had been transmitted for consideration to the Dean of Guild Court who urged an early decision by Council. As a result the Council ratified and approved an earlier Act and Resolution of Council of 2 February 1778 concerning the same matter and recommended that the Provost bring the subject to the attention of the Commissioner to the Convention of Royal Burghs at their annual meeting and also that the representative in Parliament for the District be instructed to support any Bill which might be introduced into Parliament for the above purpose. The Council fixed 29 May 1813 for the Perambulation of the Town's Inner Marches and Visitation of the Bridge of Dee and Bridge of Don. (258v)
