The Council admitted three Burgesses of Guild. (30v)

The Council approved a minute and resolution from the Kirk Session proposing an increase in the fees payable to the School of Footdee from 1 August 1807 [rates of fees per subject given]. (30v - 31r)

Following a report from the magistrates, the Council resolved to act on the recommendations of the Ship-Owners and Ship-Masters Society and amend the Acts of Council 29 October 1793 and 21 May 1800, pertaining to the government and direction of pilots in the Port and Harbour of Aberdeen. New rules and regulations were adopted, along with rates of fare for pilotage [regulations and table of fares given]. The Council also appointed George Freeman to the newly created post of Captain Pilot, with responsibility for the direction of all harbour traffic. (31r - 33v)

The Council approved the proposal that the Captain Pilot be housed in a new building to be erected on the south end of the Ferry Boatman's house and instructed the Shoremaster to make the arrangements. (34r)
