The Council approved the draft articles of roup of the Shore and Harbour Dues, as drawn up and reported to the Council by the appointed committee, as well as the the new regulations for the ballast lighters [regulations engrossed]. (52r - 54r)

The report and recommendations of the committee charged with considering the application for new housing from fishers and pilots in Footdee and Torrie were laid before the Council. It was suggested that as many as possible be housed on the north side of the River Dee, on ground to the east of the Block House and the Ferry Boatman's house, near the North Pier. Immediate action was urged as many of the fishers' families were required to quit their existing accomodation by the following Whitsunday. A plan was drawn up by Mr Smith, the Town's Superintendant of Public Works, of the committee's scheme of two squares, each with twenty-eight houses of one storey, one family per house. Estimates had been procured and that of James Sangster and Alexander Gray, masons, was considered the most suitable. The Council approved the recommendations and empowered the Treasurer, in the absence of the Shoremaster, to distribute the requisite contracts for building to commence on forty-seven of the houses. The Council fixed 17 March 1808 to elect a Commissioner to attend the General Assembly of the Church of Scotland on 19 May 1808. (55r)
