The Council appointed the Taxers and Stent Masters for the year Martinmas 1808 to Martinmas 1809: Robert Garden and Alexander Galen, present Baillies; Gavin Hadden, Dean of Guild; George Hogarth junior, Treasurer and Alexander Pirie, late Treasurer; George Storey, William Gibben junior, John Donald, Alexander Duthie junior, Charles Walker, Andrew Simpson, John Collison, Alexander Gibben junior, James Forbes and James Gordon, all merchants; David Hutcheon and John Low, advocates; Deacon John Barron, watchmaker and Deacon Alexander Gordon, baker, the two Trades councillors.
The Council directed the Taxers and Stent Masters to raise the following sums: £526 10 shillings for the King's Subsidy; £148 5 shillings for the Town's Eque, Missive Dues and expenses incurred by the Commissioners to the Convention of Royal Burghs; and £33 2 shillings 4 pence overspend from the previous year's taxation. The Council appointed the Dean of Guild's Assessors for the year Michaelmas 1808 to Michaelmas 1809: William Shepherd and Charles Farquharson, present Baillies, James Young junior, late Dean of Guild, Provost William Young, Provost Thomas Leys, Provost Alexander Brebner, Provost James Hadden, Alexander Fraser, Alexander More, Robert Tower, John Young and Alexander Gibbon junior, all merchants in Aberdeen. The Council approved the sale by public roup of the lease of the tack on the piece of ground adjacent to Robert Caie's wood yard in Pynernook [description of ground given]. The lease for four years was taken by Hugh Arthur Low, merchant in Aberdeen, on behalf of John Scott Esq of St Maldridge Court, London at an annual rent of £30. (83r)

The Council approved the sale by public roup of a piece of ground situated on the north side of the street leading from King Street past the Meal Market towards North Street [measurements given]. The ground was taken by George Knox, builder in Aberdeen, on behalf of Robert Vass, stabler in Aberdeen, for an annual feu duty of 7 shillings 6 pence per square foot. (83r - 83v)

The Council set 14 December 1808 to administer the Poor's Fund. (83v)

The Council remitted to the magistrates the sale by public roup of the leases of the wood yards at Footdee and Pynernook, presently under lease to Messrs Alexander Brebner, John Rae, Robert Caie and John Benzie. (83v)

The Council remitted to the magistrates the valuation of the ground where the Flesh Market formerly stood to be given to the New Street Trustees for the completion of the west side of King Street. They were also instructed to consider whether the remaining ground could be used as a market place for the sale of poultry instead of Castle Street which was reported to be very inconvenient. (83v - 84r)

The Council remitted to the magistrates for consideration a letter from Lewis Gordon, merchant in Aberdeen, proposing his feuing from the Council a triangular piece of waste ground south-east of John Gordon's feu of Cairncry, for an annual feu duty of £2. (84r)

Following frequent representations from the inhabitants of the new houses built at the North Pier to accomodate the fishers of Footdee concerning the want of a water supply, the magistrates had brought the matter before the Board of the Police Commissioners. It was reported that the Town had a plentiful supply of clean water and the Police Commissioners had put forward a plan to convey water by pipes to the houses from either the Justice Port or Footdee Well [details given]. However the Board insisted that the costs be met by the Council and that no contribution would be made from Police Funds. It was decided to explore other options [details given] but, none being suitable, the Council resolved to proceed with the Police Commissioners' plan and instructed Mr Blaikie to make estimates as to the costs [estimates given] and to commence with the work. (84r - 85v)

The Council authorised the Treasurer and Shoremaster to borrow such sums as might prove necessary to carry out their work in the ensuing term. (85v)
