The Provost reported on the valuation of the grounds, houses and sheds near the Pocra Quay belonging to Messrs William Forbes and George Hogarth junior, merchants, by a jury empanelled by the Sheriff in terms of the Act of Parliament passed in 1797 for the Improvement and Enlargement of the Harbour. The Council approved the jury's valuation of £1800 less £15 as the value of the feu duty. (164v - 165r)

The Council approved the sale by public roup of the leases of the following stances in St Nicholas Street; one lot on the east side of St Nicholas Street and the south side of Netherkirkgate [measurements given] was taken by James Hardie, advocate in Aberdeen, on behalf of William Wilson, residing in Aberdeen, at 10 shillings per foot annual feu duty; a second lot on the east side of St Nicholas Street and bounded by Putachieside [measurements given] was taken by James Hardie, advocate, on behalf of William Annand, hairdresser in Aberdeen, at 6 shillings per foot annual feu duty. The Council approved the sale by public roup of the lease for two years from 1 August 1810 of the Shore and Harbour Dues to David Hutcheon, advocate in Aberdeen, on behalf of John Catto, George Pirie, William Johnston and George Thomson, all merchants in Aberdeen, at £6310 yearly rent. (165v - 166r)

The Council approved the sale by public roup of the leases for three years from Martinmas 1810 of eight lots of ground on the south side of Torry, part of the reserved Lands of Torry, to Gregory Cummins and others at £67 12 shillings yearly rent. (166r)

The Council set 21 August 1810 for the Visitation of the Town's Outer Marches being five years since the last inspection. (166r)

Mr Carnegie, the Town Clerk, reported to the Council that he had received a reply from Mr David Hume, advocate and Professor of Scots Law, giving his opinion on whether the Council had grounds to institute an action of reduction of the lease of the Shore and Harbour Dues to Alexander More. The Council delayed consideration of the memorial until 2 August 1810. (166r - 166v)

The Council resolved to carry through the recommendations of Mr Thomas Telford with regard to the extension of the North Pier and authorised the Harbour Committee to make the necessary arrangements, in particular to empower Mr Gibb, Superintendent of the Harbour Operations, to draw up specifications and to advertise for workers. (166v - 167r)

The Council granted the petition of James Neilson, lime merchant in Aberdeen, for leave to roof in the hollow ground in front of his lime shed, situated between his house and the lime sheds of Garden, Farquharson & Company, to use as a cellar, on condition that the work be executed to the satisfaction of Mr Gibb, Superintendent of the Harbour Operations.
