Mr Alexander Low qualified himself as a member of the Council by swearing and signing the usual oaths and taking the oath de fideli administratione officii as Treasurer. (211r)

The Council appointed the Taxers and Stent Masters for the year Martinmas 1811 to Martinmas 1812: John Donald and Charles Walker, two of the present Baillies; Alexander Pirie, Dean of Guild; Alexander Low, Treasurer; Alexander Gibbon junior, late Treasurer; George Hogarth junior, James Forbes, James Calder, William Leslie, Robert Walker, James Milne, James Brebner, Alexander Duthie junior, William Read, James Gordon, John Collison, Robert Catto and Robert Gibb, all merchants; John Low and James Grant, advocates; William Smith, glazier, and George Stott, weaver, the two Trades councillors.
The Council directed the Taxers and Stent Masters to raise the following sums: £526 10 shillings for the King's Subsidy; £206 5 shillings 6 pence and 8/12 for the Town's Eque, Missive Dues and expenses incurred by the Commissioners to the Convention of Royal Burghs; and £13 7 shillings 5 pence overspend from the previous year's taxation. The Council appointed the Dean of Guild's Assessors for the year Michaelmas 1811 to Michaelmas 1812: Robert Garden and Alexander Galen Esqs, two of the present Baillies, James Hadden Esq, merchant and late Provost of Aberdeen, George Hogarth junior, late Dean of Guild, Messrs Thomas Bannerman, Gavin Hadden, Alexander Fraser, John Young, George Storey, Alexander Gibbon junior, William Pirie and William Read, all merchants in Aberdeen. Following an application from the new Greenland Company for a piece of ground for carrying on the whale-fishing trade, the magistrates exposed to public sale the lease for eight years, from Whitsunday next, of ground in the Common Links lying east of the ground possessed by William Stephen, shipbuilder, and partly by that occupied by John Younghusband, boatbuilder, situated between the Battery on the north and a lane leading from the Pocra Pier to the Links [measurements given]. The lease was taken by Peter Duguid, merchant in Aberdeen, on behalf of the said Company at the annual rent of £10.
The Council also approved the sale by public roup of the lease for three years of the piece of ground in the Links lying upon the east side of the High Road leading from Footdee to the Pocra, adjacent to the Floodmark, and presently possessed by John Gill, shipbuilder, as a dock and shipbuilding yard, to the said John Gill at the annual rent of £20 from Martinmas last. The Provost reported on a representation by the magistrates concerning Dr Robertson of Hazzlehead who had enclosed a piece of barren ground, consisting of about one acre, part of the Town's Commonty, bordering his lands and situated upon the west side of the Skene Turnpike Road and the north side of the Hazzlehead Road. The Clerk had intimated the encroachment to Dr Robertson who had agreed to remove the dyke upon the Town's March being lined off. Which being considered, the Council approved of the steps taken.
