| Description | Council meeting, 23 January 1812 Sederunt: The whole members of Council The Provost stated to the Council that, in consequence of an Act and Resolution of their predecessors, the magistrates had framed a memorial to be laid before Counsel at Edinburgh in order to obtain his opinion on the Council's proposal regarding property in the village of Footdee belonging to the Treasurer and Shoremaster adjacent to the proposed wet docks, that is, the expediency of disposing of both properties in way of feu upon a regular plan, as suggested by the magistrates and the Committee of Harbour Trustees, and made out by Mr John Smith. A valuation of the said properties had been proposed in order that the Shoremaster and Treasurer could pay the expence of any improvements as well as each draw their respective share from what may be feued or sold, in proportion to their present interest. The Provost also reported on a subsequent difficulty which had arisen, namely whether the Shoremaster in the name of the Harbour Trustees could legitimately treat with the Treasurer on behalf of the community, in the way of feu or purchase, for as much of his property as may be required for the completion of the quays, docks and wharfs. The said memorial and Opinion of Counsel was laid before the Council and it was decided that the magnitude of the plan neccesitated the sanction of Parliament. The magistrates were thus empowered to take the requisite steps to obtain an Act of Parliament for the purposes aforesaid. (220r - 220v)
Upon the recommendation of the Faculty of Marischal College the Council admitted Fortescue Cockerel to one of Mr James Cargil's £7 bursaries for one year in place of James Beattie who had left the College, and William Christie to Turnerhall's bursary of £5 for two years, in place of Robert Alcock who had likewise left the College.
