The Council approved the progress made by Mr Carnegie, the Clerk, and Mr Hardie, the Chamberlain, in producing returns for the committee of the House of Commons which was considering the petitions of the Royal Burghs of Scotland. The Council instructed the Clerk and the Chamberlain to proceed to London with the information and materials requested by the House of Commons committee, at the request of Lord Archibald Hamilton, the committee chairman. The Council also instructed the Clerk to make an inventory of the papers and records to be taken to London, and to lodge it with Mr Copland, Depute Town Clerk. (199v - 200r)

The Council authorised Mr Alexander Fraser, writer, clerk to Mr Hardie, to collect the sums payable to the Town's office bearers and to grant discharges during Mr Hardie's absence in London. The Council appointed a committee of Baillies Milne and Young and Mr John Collison, to superintend the work of Mr Fraser. (200r)

The Council authorised the Clerk to give to Mr Copland, collector of the Land Tax, the bond of security for the arrears of the Land Tax, as Mr Copland had paid the arrears of the tax collected for the years ending 25 March 1817 and 25 March 1818. (200r - 200v)

The Council approved the voluntary agreement by the cautioners of Mr Alexander Brown, the Jailer, to pay expenses if prisoners escaped from the subsidiary jail at the Bridewell, from the new jail or from the lock-up houses attached to the Court House. The Council ordered the parties to subscribe to the agreement when revised by Dr Dauney, the Assessor. The Council recommended to the magistrates to remove prisoners from the old jail to the subsidiary jail at the Bridewell, to allow alterations to be made to the jail and its entry from Castle Street, and to build the new Court House.
