The Council appointed Mr James Hardie, advocate in Aberdeen, as Town Clerk Depute, with all the usual emoluments of the office. [Commission engrossed.] (The post had become vacant on the death of Mr William Copland.) (241v - 243r)

The Council remitted to the Auditors of the Town's Accounts to decide whether the salary formerly paid to the City Chamberlain should be paid to him as Depute Town Clerk. (243r - 243v)

The Council approved the petition from Mrs Elizabeth Cruickshank or Copland, widow of the deceased William Copland, sometime Collector of Cess and other taxes for the Burgh of Aberdeen, and from Rev Dr Cruden at Nigg, Basil Fisher at Devanha, David Milne, John Donald and Alexander Fraser, merchants in Aberdeen, and Thomas Black of Wateridgemuir, cautioners in Exchequer for William Copland, proposing Mr John Ewing, advocate in Aberdeen, as a fit person to be appointed to collect the arrears of Land Tax and other local taxes, which had been the responsibility of William Copland and his cautioners. (243v - 244r)

The Council granted the application from John Ewing requesting the Council's approbation to collect the arrears of assessed taxes for the current year, which had been the responsibility of the late William Copland. (244r)

The Council granted the application from James Grant Esq, advocate, requesting to be appointed to the post of Collector of the Cess and other public taxes for the City and Liberties, on sureties provided by John Ramsay Esq of Barra, Francis Gordon Esq of Kincardine and Alexander Innes Esq of Pitmedden. (The post had been vacated on the death of Mr Copland.) The Council charged Mr Grant to collect the Bridewell assessment, Rogue Money, Court House and Jail Tax, and the small feu and teind duties payable to the Treasurer, less a discount of £50 for his trouble, risk and expense. (244v - 245r)

The Council appointed James Grant Esq to be Collector of the duties on houses, windows or lights and other assessed taxes from 24 May 1820 to 25 May 1821, having received a letter from the King's Remembrancer in Exchequer requesting that they appoint a person in place of the late Mr Copland to collect the assessed taxes. (245r)

The Council remitted to the Standing Committee to consider the regulations for the office of Collector of the Cess or Land Tax, the rates allowed to the Collector and the nature of the bond granted by the Collector at his appointment. (245r - 245v)

The Council granted the petition from Charles McCombie, son of Charles McCombie, Tillyfour in Tough, requesting to be presented to Mr John Johnston's Divinity bursary, which had been vacated on the death of John Adam, student of Divinity. The Council directed the Master of Mortifications to pay to Charles McCombie £10 yearly for four years as long as he continued to study at the Divinity Hall. (245v - 246r)

The Council awarded George Stuart, student in the bajan class, Mr Robert Cumin's bursary of £5 for one year, on the recommendation of the Faculty of Marischal College, in place of George McHattie, who had left the College. (246r)
