The Council elected Rev Mr Daniel Dewar, at present in London, to be Preacher of the Gospel in the College Church, in place of Professor George Glennie, who had been elected as one of the Ministers of the City and was expected to vacate his charge as Preacher in the College Church. The Council declared that the post earned no salary or stipend, but that Mr Dewar had liberty to take the seat rents as his income. [Details of the Preacher's duties and conditions are given, including the condition that all collections made during public worship should be paid into the United Funds for the Poor.] (26r - 26v)

The Council remitted to the Standing Committee consideration of the applications from feuars of the Town's lands to purchase the annual money and victual feu duties payable by them from their properties, and also to purchase the casualties of superiorities payable by their heirs and successors. (26v - 27r)

The Council resolved to meet on 31 March 1814 to elect a Commissioner to attend the General Assembly of the Church of Scotland on 19 May 1814. (27r)
