The Council approved the settlement reached by the magistrates and the delegates of Incorporated Trades over the Dean of Guild's claim for his proportion of the entry compositions payable by members of the Trades, in accordance with the 1587 Common Indenture, and the decreets of the Court of Session of 4 July 1807, 11 March 1808 and 10 February 1809, as affirmed by House of Lords. The settlement proposed that the Dean of Guild should receive £200 from the seven Incorporated Trades for his claim to byegone compositions, plus two-thirds of the following future compositions:
Compositions payable until 31 December 1815 - extraneans, £2; apprentices £1. Compositions payable after 31 December 1815 - extraneans, £10; apprentices, £5; and freemen's sons (except the first son) and sons-in-law, £2.

The Council recommended to the new Council to take action to preserve the Council's right to appoint the Keeper of the Register of Baptisms, and to take custody of the Register. The Kirk Session had disputed the Council's prerogative to appoint the Keeper, and had appointed a Clerk to the Keeper of the Register, thereby depriving the Keeper of the Register of Baptisms appointed by the Council, Mr Falconer, Master of the English School, of the emoluments of his office. The Council approved the sale of the reversion of the lease, granted in 1794, of the eighth lot of the Lands and Barony of Easter Skene, called Millbowies, to Mr Andrew Davidson, advocate in Aberdeen. The Council remitted to the new Council to conclude the agreement with Mr Davidson. (59r - 59v)

The Council recommended to the new Council to consider whether to purchase the liferents of the two lots of the Lands of Easter Skene, called Easter Carnie and Wester Carnie, as measured by Mr John Innes, land surveyor, or whether to sell a feu of the lots, subject to the liferents. (59v)

The Council admitted Mr James Hardie, City Chamberlain, as a Burgess of Guild in respect of the faithful discharge of the duties of his office. The Council empowered the Dean of Guild to account for the composition for which James Hardie would otherwise have been liable as an entering Burgess. (59v)

The Council voted their thanks to James Hadden Esq, Provost, for the discharge of his duties as chief magistrate, and for his unremitting attention to the improvements of the Town and harbour. The motion was proposed by Baillie Garden, and seconded by Baillie Galen. (60r)
