The Council resolved that members absent from Council meetings should pay 1 shilling, and that members who were more than fifteen minutes late for meetings should pay six pence, to be applied at the direction of the Council. (61v - 62r)

The Council appointed the following Acts of Council to be observed: the Act of 26 September 1791 against granting a prolongation of the tack or a feu of the Mill of Gilcomston to the Brewery Company; and the Act of 25 June 1798 prohibiting the grant of money from the funds of the Bridge of Dee and the Bridge of Don, except for roads in the vicinity of the Town. The Council remitted to the magistrates to examine which tacks were close to expiry, and which subjects should be exposed to roup. (62r)

The Council fixed the Visitation of the Public Schools to be held on 25 October 1815, and the competition for bursaries at Marischal College to be held on 30 October 1815. The Council appointed the following to be Visitors of the Public Schools for the year 1815 to 1816: the Provost, the four Baillies, the Dean of Guild, the Treasurer and the Master of Mortifications, the four Town's Ministers and the Professors of the College, and any other person called by the magistrates. The Council directed the magistrates to procure from the managers of the Trades, a list of vacant bursaries under their patronage, in accordance with the Act of Council of 31 October 1780, in order that they could be bestowed along with the Town's bursaries and the College's bursaries. The Council appointed the Standing Committee of the Provost, the four Baillies, the Dean of Guild and the Treasurer, the Master of Shoreworks and Mr James Hadden, with the office bearers concerned, or any three of them, to consider the following matters of public business:
First, an agreement between the Town and Mr Andrew Davidson, advocate in Aberdeen, relating to the purchase of the remainder of his lease of the eighth lot of the Lands and Barony of Easter Skene, called Millbowies.
Second, whether to purchase the liferent leases of the two lots of Easter Skene called Easter and Wester Carnie, which had been surveyed by Mr John Innes, land surveyor; or whether to dispose of the feu of the lots.
Third, to proceed with the Council's claim to the right to appoint the Keeper of the Baptism Register, against the claim by the Kirk Session.
Fourth, the appeal to the House of Lords by the Incorporation of Fleshers relating to the weighing dues of tallow and rough fat, which had been remitted back to the Court of Session.
Fifth, to consider applications to purchase feu duties and casualties belonging to the Town, from the feuars of the Town's properties or from any other person willing to purchase the feu duties.
