The Council allocated the Poor's Funds for 1816. The following allocations and additions to pensions were made.
Charles Baird, dyer in Aberdeen - £10
James Downie, leather merchant - an orphan bursary of £4 for one of his children
John Raitt, currier - £5
John Elphinstone senior, ropemaker - £6
Children of John Burnett, late bookseller - £2, and an orphan bursary of £4 for one of the children
Barbara Sutherland, widow of John Shand - £3
Janet Bennet, widow of George Wright, merchant - £3
John Moir, Burgess of Guild - £3
Mary Garvock, widow, grand-daughter of John Davidson, Burgess - 20 shillings per warrant
Alexander McKay, merchant - £7
Alexander Christie, merchant - £6
Margaret Rennie, widow of James Massie, auctioneer - £5
Elizabeth and Jean Duffus, children of Alexander Duffus, merchant - an additional £1

The Council remitted to the magistrates to determine from which Funds the different sums were to be paid, and to continue the pensions payable by them. The Council also remitted to the magistrates to consider any other petitions who appear to have no claim on the Town's Public Funds. (65r - 65v)

The Council empowered the Provost to subscribe £300 towards the fund for erecting a suite of public rooms, with coffee room and other requisite accommodation, to be paid in instalments as required by the management committee appointed by the subscribers. (65v - 66r)

The Council empowered the magistrates to conclude a bargain with Mr Alexander Crombie, advocate in Aberdeen, for the sale of the casualties of superiority and yearly feu duty of his lot of the Lands and Barony of Easter Skene called Auchronie. (66r)

The Council approved the sale to Mr Andrew Davidson, advocate in Aberdeen, of the remainder of his lease of the eighth lot of the Lands of Easter Skene, called Mill Bowies, for £3,600, and also approved the grant of bills by the Dean of Guild for £2,000 to Mr John Low, writer in Stonehaven. (66r - 66v)

The Council empowered the Treasurer to borrow such sums of money as he required, and to grant bonds to the lenders. (66v)

The Council authorised the Treasurer to grant a bill to Mr George Watt, surgeon in Knock, for £3,000, with one year's interest at five per cent payable on 20 December 1816, being the balance of the £4,000 due by the Treasurer to Mr Watt, after deduction of £1,000 to be paid at the ensuing term. (66v)
