The Council perambulated the Inner Marches, and issued the following instructions.
First, the Council instructed the Procurator Fiscal to take action to remove the stagnant water, filth and garbage from the slaughter market at the Bowbroad.
Second, the Council noted that the obstructed road from the Spittal to the Gallowhills should be kept under observation, together with the pipes for extracting water from the Loch.
Third, the Council noted that the pier erected opposite the Brick kilns should be kept under observation.
Fourth, the Council ordered intimation to be made to the Gilcomston Brewery Company that their newly-erected dyke, a little below Mr Bathgate's, constituted an encroachment.
Fifth, the Council noted that Mr Bathgate's projecting staircase should be kept under observation.
Sixth, the Council observed that the concealed pipe, opposite Roger's Tanwork, should be renewed.
Seventh, the Council ordered Dr Dauney to remove the paling at the north end of his ground.
Eighth, the Council ordered the two encroachments at the Barkmill Burn to be removed.
Ninth, the Council observed that the road from Mathieson's Nursery to the south base of the Broad Hill should be built up, or should have a turnstile put on it.

The Council elected Provost Fraser to be their Commissioner to the Convention of Royal Burghs to be held in Edinburgh on 2 July 1816, and elected Baillie Garden to be his Assessor. (74v - 75r)

The Council authorised the Treasurer to grant a bill for Miss May Cruickshank, residing in Aberdeen, for £400, with one year's interest at five per cent payable on 20 June 1817. The Council also empowered the Treasurer to borrow such sums of money as he required, and to grant bonds to the lenders, bearing interest at five per cent. (75r)
