The Council resolved to present a petition to the Lords of the Treasury against the distillation of spirits from grain in the present distressed state of the country. The Council approved the draft of a petition, directed the Provost to sign it and to transmit it to Mr Farquhar, Member of Parliament, for him to present it to the Lords Commissioners of the Treasury. The Council awarded the following bursaries at Marischall College on the recommendation of the Faculty. James Smith, student in the semi class was awarded to Crombie's bursary of £8 for one year, in place of William Stratton, who had left the College. James Webster, student in the magistrand class, awarded to Rolland's bursary of £8, in place of Benjamin Spark, who had left the College. Peter Davie, in the tertian class was awarded to Lorimer's bursary of £5, in place of James Mackie, who had left the College. George Watson, student in the bajan class, awarded to Liddel's bursary of £5, in place of Robert Smith, who had left the College. George Melven, in the magistrand class, was awarded to Turnerhall's bursary of £5, in place of George Smith, who had been presented to one of Sir Alexander Ramsay's bursaries. (84v)

The Council approved a representation prepared by the magistrates in answer to the resolutions passed at a meeting of proprietors in Dempster's Hotel on 6 January 1817 regarding the new Court House and Jail. [Representation engrossed. The representation answers complaints about the increase in cost, lack of consultation and change in site - too close to the gunpowder magazine on the east side of King Street, half a mile from the Town, which was agreed at a meeting of landholders and magistrates on 21 June 1816.] (85r - 92v)

The Council approved the Provost's report that the Treasurer had borrowed the following sums of money on the Town's account and for the public purposes of the community, and had granted bonds to the following persons, for payment with five per cent interest.
