The Provost reported that the Treasurer had borrowed since Michaelmas 1826 down to 31 May 1827 the following sums of money on the Town's account for the purpose of paying off sundry Treasury Creditors who had demanded the principal sums due to them. Bills for the same had been issued to the following lenders with interest at five percent:

The Council authorised the Treasurer to borrow such sums of money as may be required at the ensuing term for paying off any of the Town's creditors. (202r)
The Council authorised Robert Catto, the Treasurer, to receive from the Master of Shoreworks a renewed bill or promissory note for the principal sum due by the Harbour Trustees and to endorse and deposit the same with the cashier of the Aberdeen Banking Company in lieu of the former bill. (202r - 203r)
The Provost laid before the Council a proposal by the Rev Dr John Thomson, Minister of Footdee, for advancing a sum of money necessary for building a new church at Footdee, to the extent of £1,500 or £1,600 [proposal engrossed]. Which being considered the Council approved the proposal and remitted to the Standing Committee to take the necessary measures to carry the plan into effect. (203r - 204r)
The Provost reported that a memorial had been received from three of the Town's Ministers and presented to the magistrates and Committee of Council requesting an augmentation of the Ministers' stipends. The Committee was of the opinion that the only way of procuring the necessary funds was to carry into effect the plan under consideration for dividing the Town into different parishes and uncollegiating the East and West Churches along with the erection of a new church. The Council approved the report and remitted to the Committee to communicate with the parochial clergy on the subject and to report the result to a future meeting. (204r - 205v)
The Provost reported that the dispute between the Commissioners of Police and the Gilcomston Brewery Company, (relative to the former claiming a right to introduce a pipe into the Mill Burn near the Dam of Gilcomston for a better supply of water to the Town), had been amicably agreed between the two parties [details given]. (205v - 206r)
The Council, having heard an application for the sale of a piece of ground on the south side of Union Street west of the Bridge, immediately east of the ground belonging to Sir Alexander Bannerman [measurements given], authorised its sale by public roup in way of feu at 8 shillings per foot of front yearly feu duty. It also authorised the sale of the remainder of the stances lying on the south side of the said street and immediately west of the ground lately feued to Mr Harvey Thomson, and between it and Mr Thomas Bannerman's feu at the aforementioned feu duty. The Council elected Provost Alexander Brown as Commissioner and Baillie James Milne as his Assessor to the Convention of Royal Burghs in Edinburgh on 10 July 1827. (206r - 206v)
The Council, in consequence of a report of a Committee appointed to inspect the Lint Mill of Gilcomston, recommended to their Committee to let the same if they should deem it expedient. (206v)
The Council recommended to the magistrates the Perambulation of the Town's Inner Marches and the Outer Marches of the Freedom Lands. (206v)
