Administrative HistoryThe Special Water Supply District of Montgarrie, in the parish of Tullynessle & Forbes, was formed in 1896, in order to purchase rights to water on the lands of the Rev. William Forbes Leith of Whitehaugh. The water supply works were partly reconstructed in 1906, and augmented in 1915.

In 1946 a Special Scavenging District, a Special Drainage District and an extension of the Special Water Supply District was requisitioned by local ratepayers. The County Council deferred everything but the Special Scavenging District which they approved, based on the Special Water Supply District. The Special Scavenging District was extended and adopted into the county in 1949.

A Special Drainage District was considered again in 1949, and finally formed. It was adopted into the county system in 1968, along with an existing Special Lighting District.
