Administrative HistoryWhitehills Special Water Supply District, in the parish of Boyndie, was set up in 1890, with a starting assessment of 4 5/8 d. in the pound. Whitehills Special Scavenging District was proposed by Banff District Committee in 1896 and approved by the County Council. In 1910, the District borrowed £1998 10s 4d for a scheme to bring water from Watt's Bog, Blairmaud, but an additional water supply required a further £360 in 1914, and the water supply continued to cause problems for the District until it was taken over by the County in 1949. A Special Lighting District was formed in 1921, based on the boundaries of the Special Water Supply and Scavenging Districts, and in 1924 a Special Drainage District was set up with the same boundaries. The water main was renewed 1925, at a cost of £1720, and fire extinguishing equipment was installed in 1928. Proposed water work was deferred in 1930, pending debates over a county supply, but the district was given a Government grant for improvements under the Rural Water Supplies Act, 1934. In 1945, electricity installation for the Special Lighting District was paid for by voluntary effort and subscription. Houses were named and streets numbered in 1951, and the Special Districts were all extended in 1955.
