Administrative HistoryA Special Scavenging District for Portlethen and Downies was recommended by the County Medical Officer of Health as early as 1895, as the villages were dependent on the infrequent visits of farmers' carts to remove refuse. The Medical Officer of Health thought that the scheme would be better combined with one at Newtonhill, in the parish of Fetteresso, but the idea was not taken up by the County Council. Portlethen (Old) Special Drainage District was requisitioned by the local ratepayers in 1953, but the Council refused on the grounds that a drainage scheme would be uneconomical to outlying properties. The scheme was reviewed and proposed again by the Local Committee on Public Health in 1956, and was set up.
