Administrative History | A Special Drainage District for Newtonhill, in the parish of Fetteresso, was recommended by the County Medical Officer of Health in 1895, as the villagers were dependent on the infrequent visits of farmers' carts to remove refuse. The Medical Officer of Health thought that a scheme could be devised to combine the village with Portlethen & Downies villages, but nothing was done, and in 1922 the village still needed the facilities of Special Water Supply and Drainage Districts. More houses were being built but the water supply had not been augmented, and the drainage system was haphazard. Investigations were begun into the feasibility of a scheme in 1923, but there was no requisition from the local ratepayers, so the District Committee let the matter lie, despite the fact that the County Sanitary Inspector considered the drainage to be a public nuisance. A scheme was finally proposed to the County Council by the District Committee in 1925, incorporating a Special Drainage, Water Supply & Scavenging District. The new water supply and drainage works were to cost £1,100 at their building in 1926. The Special Scavenging District was dissolved in 1961 as the area was to be covered by the new County refuse scheme. A Special Lighting District was requisitioned and approved, based on the Special Drainage District, in 1967. The Special Drainage District's lack of sewers delayed development in the area in 1959, and the system was expanded in 1961 and 1966. |
