The Council empowered the Master of Mortifications to pay £78 out of various mortifications to the Managers of the Poor's Hospital for the year ending Candlemas 1802. The Council elected the Managers and Directors of the Poor's Hospital for the year ending Candlemas 1802: the Provost, magistrates and members of the Town Council; Baillie William Ritchie, Baillie Andrew Burnett, Baillie James Paull, Baillie William Littlejohn, Baillie Charles Farquharson, Baillie James Murray, Sir Alexander Bannerman, Dr Alexander Robertson, Dr William Livingston, Dr William Robertson, Dr George French, Dr William Dyce, Dr James Grant, Revd Bishop John Skinner, Revd Mr John Bryce, Revd Mr Robert Doig, Revd Mr James Shand, Thomas Bannerman Esq, John Henderson Esq of Caskieben, John Niven Esq of Thornton, Convener William Michie, Alexander Carnegie, Town Clerk; Mr David Morice, Sheriff Substitute; Mr Alexander Martin of Nellfield; Mr James Davidson, manufacturer; Messrs Robert Lamb, Charles Walker, Alexander Galen, James Thomson junior, William Johnston, Thomas McCombie and George Tower, merchants; Convener George Davidson; Convener Arthur Farquhar; and William Copland, Town Clerk Depute. The Council agreed to re-appoint William Copland, advocate in Aberdeen, as Collector of the King's Subsidy and all other public moneys, including small feu and teind duties, on an allowance of £40. Sureties provided by George More and William More, and James Milne, merchants in Aberdeen, and George Simmers, land waiter of the Customs of Aberdeen. (30r - 30v)

The Council awarded two of Dr Liddel's bursaries of £5, one to David Thomson and one to Thomas Catanach, both students at Marischal College, for the session 1800 to 1801 only, in place of James Bruce and James Fraser who had left the College. (30v - 31r)

The Council remitted to a committee of the magistrates, the Dean of Guild and the Treasurer to consider two applications for a lease of ground: one from the Union Whale Fishing Company for a lease of ground at the back of the pier at Torry; the other from the Aberdeen Shipping Company for a lease of vacant ground at the south end of the Boatman's House at Pocra. The Council authorised the magistrates and the Treasurer to borrow the sum of £20,000 to be used by the New Street Trustees, in addition to the £20,000 already subscribed by the Treasurer. (31r - 31v)

The Council remitted to a committee of the magistrates and the Treasurer to advertise the public roup of the lease of the Town's Mills and the Bell and Petty Customs, and the lease of Customs of the Flesh Market, to be held on 18 April 1801. Committee also to consider whether any alterations were required in the Tables of the Customs. (31v)

The Council ratified the decision of Baillie Duguid as acting magistrate in the case of the magistrates against Robert Welsh, common executioner, and the Box Master of the Wright and Cooper Trade. Baillie Duguid ordered Robert Welsh and the Box Master of the Wright and Cooper Trade to restore that piece of ground on Hanging Brae, onto which they had encroached, to its former state.
