| Description | Council meeting, 4 January 1813 [Sederunt given] The Provost reported to the Council on the dispute that had arisen between the proprietors of the salmon fishings on the Raik and Stells of the River Dee and the Harbour Trustees respecting the recommendations of Mr Telford, civil engineer, to erect a breakwater in the sea on the south side of the river mouth on the lands of Kirkhill belonging to the Treasurer, a work not included in the Harbour Act obtained. Litigation had begun in the Court of Session with the salmon fishers contending that the proposal would seriously affect their fishings. The Provost stated that various meetings had taken place between committees for the two parties and, as a result, a draft agreement had been framed which he laid before Council [terms of the agreement engrossed]. The Council approved the proposal and authorised the Treasurer to subscribe the agreement, as owner of the Lands of Torrie and Kirkhill. (248v - 249v)
