The Council allocated aid from the Poor's Fund to the following applicants:

Philadelphia Scott, widow of George Chalmers, son of Provost Chalmers - £8
George Lawson, son of James Lawson, Burgess - £4
Ann Henderson, widow of James Mitchell, merchant - £6
John Kiloh, late merchant - £6
James Bowman, Burgess - £6
Helen Christal, daughter of John Christal, merchant, and widow of [no name given] Excise Officer - £2 for herself and an orphan's bursary of £4 for her child
Janet Hall, widow of Alexander Hall, baker, for her two children - £4 and £3 (orphan's bursary)
Janet Aberdein and May Aberdein, daughters of Janet Robertson - £2 each

The Council directed all other pensions from the Town's Funds to be continued unaltered. (86r - 86v)

The Council approved the sale by public roup of the leases of the wood yards at Pynernook. One, the lease for four years at present held by Robert Caie, was taken by Hugh Arthur Low, merchant in Aberdeen, at £20 annual rent. The lease for seven years at present held by John Benzie, was taken by the said John Benzie at £15 annual rent. The Council also approved the sale of the lease for nineteen years of the wood yard at Footdee, at present held by Mr Alexander, to Alexander Brebner for an annual rent of £15. All to take effect from Whitsunday 1809. (86v - 87r)

The Council empowered the magistrates to re-advertise the sale by public roup of the leases for nineteen years on the houses and dockyard at Footdee, currently held by John Rae, merchant, at a reduced rent of £60 and a restricted lease of seven years. (87r)

Robert Jameson, Master of Mortifications, qualified himself to Government by swearing the usual oaths. (87r)

The Council admitted three Burgesses of Guild and one Craftsman. (87v)

The Council remitted to a committee of the Dean of Guild, Treasurer and magistrates, or any three of them, to set in tack the stances on which the Lime Sheds of Hervies, Cumine & Company, Peter Simpson & Company, Tower, Thomson & Company, and Jopp & Company stand. They were also charged with considering the mode of laying out the ground purchased from Thomas Leys Esq and part of the Glebe of Footdee. (87v)

The Council remitted to the magistrates and Shoremaster the task of repairing the carriageway of the quay opposite the property of John McKenzie with flat paving-stones. (87v)

On the motion of Provost Young, the Council delayed to a future meeting the consideration of the application from the magistrates for an increase in the salary of the Town's Assessor on account of the growing number of processes being brought before the magistrates, both in ordinary and summary form. (87v - 88r)

The Council approved the report by the magistrates which recommended the sale of the ground near Cairncry wanted by Lewis Gordon and authorised it to be exposed to roup at £2 annual feu duty. (88r)

The Council approved the new regulations framed by the magistrates and sanctioned by the Dean of Guild Court concerning the coal and lime metsters within the Harbour of Aberdeen [regulations engrossed], and ordered the same to be printed and published. (88r - 90r)

The Council accepted the proposal by Mr Copland, Town Clerk Depute, on behalf of the relatives of Miss Jean Cruickshank, daughter of the late Thomas Cruickshank and grand-daughter of Provost Cruickshank, to sink £300 in the Treasury Funds or any of the Town's Funds, in consideration of her and her mother, Elizabeth Cruickshank, receiving during their joint lives an annuity of £30. The Council accepted the proposal by John Leith, coppersmith, on behalf of his sister, Janet Leith, aged fifty-four, to sink £100 in any of the Town's office bearers, in consideration of her receiving an annuity of £10 for the rest of her life. (90r - 90v)
