The Clerk, Mr Carnegie, represented to the Council the need to appoint a successor to the late John Burnett Esq, advocate and Judge Admiral of Scotland, and for twenty years the Town's Counsel in Ordinary at the Court of Session in Edinburgh. An application for the nomination had been received from Andrew Skene Esq, advocate, and the Provost proposed Mr Hugh Lumsden, advocate. The vote carried Andrew Skene by eleven votes to seven and he was duly appointed to the office. (184r - 184v)

The Council ratified the regulations and rates of fare established for the Shore Porters by the Dean of Guild Court as proposed by Mr Hogarth, Dean of Guild, and ordered they be published [regulations and rates of fare per district of the City engrossed]. (184v - 188v)

Mr Copland, Clerk Depute, reported that the Treasurer had borrowed on 20 December 1810 £200 from the Treasurer of the Baker Mortification, and had granted bond for this and a further £300 already in his hands and that he had borrowed £320 from George Booth and had granted bond to him and his wife. The Treasurer had borrowed additional monies to pay off certain interests and principal sums in relation to the costs incurred in the building of the New Streets and other works. Bills and bonds for the relevant sums had been issued to the following persons, with interest payable on 20 December 1811:

Mr Copland, Clerk Depute, reported that the Shoremaster had borrowed on 20 December 1810 £325 from the Rev Mr Shepherd of Daviot, and had granted bond for the same to [no name given] Shepherd, late of Canada, in liferent and to the said Rev Shepherd in fee. He had also borrowed £500 from the Rev George Forbes, Strathdon and granted bill for the same, payable on 20 June 1811, and had borrowed additional monies to pay off certain interests and principal sums in relation to the costs incurred by the Harbour Improvements. Bills and bonds for the relevant sums had been issued to the following persons, with interest payable on 20 December 1811:
