The Council approved the sale by public roup of the leases, from Whitsunday 1808, of four lots of land occupied by Messrs Garden, Farquharson & Company, lime merchants, formerly let to William Littlejohn, located at the east end of the Town's Quay along with the leases for seven years, from Whitsunday 1807, of lots along the new road built through the Links running from Footdee Well by the east side of the Dockyards towards the Block House. (16r - 16v)

A plan and survey by Mr Fletcher of the Town's Outer Marches was laid before the Council. It was decided that the plan be engraved and copies issued to select members of the Town's community and that one be lodged among the Town's records for preservation. The Council also agreed that a similar scheme should be adopted as regards the Town's Inner Marches. (16v - 17r)

The Council approved the sale by public roup of the lease for one year from 1 June 1807 of the Weigh House and Pack House Dues to David Lawrence at £151 rent. (17r)

A resolution was passed by the Council to support James Farquhar of Doctors' Commons, London, in his candidacy for the parliamentary seat of the District of Burghs at the next General Election following the dissolution of Parliament. (17r - 17v)

The Council remitted to a committee of magistrates a recommendation by the Police Commissioners that the Council purchase property next to the Churchyard on Schoolhill. This suggestion followed an application by Alexander Aberdeen at Dykeside to the same for confirmation of the building line on Schoolhill with a view to building a new house adjoining the Churchyard at the North Gate. The Council authorised the Provost and the Treasurer to sign a number of the bonds secured by subscribers as guarantees to the various banks to fund the building of the Bridewell to the extent of £7000. (17v - 18r)

As a result of the necessity to raise additional sums for the proposed prison and following a suggestion by Mr Menzies of Pitfodels at the Annual General Meeting of the County, held on 30 April 1807, the Council remitted to a committee of the Provost, Provost Leys, Provost Hadden, Baillie Shepherd and Mr Alexander More, the present Commissioners for the Bridewell, to meet with representatives of the County of Kincardine and discuss the possibility of Kincardineshire being admitted into a new Bridewell Act.
