The Council resolved to petition both Houses of Parliament against the bill to alter the Corn Laws. The Council approved the draft of a petition, directed the Provost to sign it and to transmit it to Mr Farquhar, Member of Parliament, for him to present it to the House of Commons. (49r)

The Council agreed to pay [no sum stated] out of several funds for the relief of the poor, to the Managers of the Poor's Hospital for the year ending Candlemas 1816. The Council elected the following gentlemen to be Managers of the Poor's Hospital: the Provost, magistrates and other members of the Town Council; Baillies Alexander Duncan, Alexander Brown and William Shepherd; Doctors Livingstone, Moir, Ogilvie and Dyce; Mr Niven; Mr Martin of Nellfield; Mr Thomas Bannerman, Mr Robert Walker and Mr William Smith, merchants; Rev Mr Dewar; Dr Dauney; Mr Carnegie; Messrs John Ross and John Knott; and Convener Nicol. The Council approved the sale of the following leases:
First, a three-year lease of the dwelling house at Footdee occupied by George Cantley, Ferry Boatman, with the privilege of plying the ferry boats between Footdee and Torry, was taken by James Grant, advocate, on behalf of William Ingram, vintner in Aberdeen, for £73 10 shillings yearly rent.
Second, a three-year lease of the dwelling house and garden at Footdee possessed by Captain Alexander Nicol, vintner, was taken by the said Alexander Nicol for £50 yearly rent.
Third, a three-year lease of a piece of ground at Poynernook occupied by Robert Mathieson, wood merchant, situated on the west side of the high road from the Sawmill towards the Floddmark and Brickkilns, called Dee Street, was taken by the said Robert Mathieson for £10 rent.
Fourth, a three-year lease of the dwelling house and garden on the south side of the mouth of the Dee, previously let to Gregory Cummings, vintner, was taken again by Gregory Cummings for £15 rent.
Fifth, a three-year lease of a piece of ground on the east side of the Pocra Road, previously let to Alexander Buchan & Company, blacksmiths, was taken by William Johnston, merchant, for £10 yearly rent, on behalf of Alexander Buchan & Company.
Sixth, a one-year lease of the Packhouse and Weighhouse Dues was taken by David Milne, merchant, for £223 rent.
Also, several lots of ground at the end of Carmelite Street and in the neighbourhood of the manufactory which had belonged to Messrs Young & Walker, were let for three years to the following persons at the following rent: George Clerihew, for £5; Alexander Hadden & Sons, for £10; Robert Milne, wood merchant, for £6; Police Commissioners, for £10; and John Benzie, for £7.

The Council awarded William Pyper, student in the magistrand class at Marischall College, to one of Dr Duncan Liddel's bursaries of £5 for one year, on the recommendation of the Faculty of Marischal College, in place of William Paterson, who had left the College. (50r)

The Council approved the Provost's report that the Treasurer had borrowed the following sums of money on the Town's account and for the public purposes of the community, and had granted bonds to the following persons, for payment with five per cent interest:
