The Council approved the appointment of a committee of respectable gentlemen (creditors of the Treasury or their agents) to estimate the value of the property available for the discharge of the Treasurer' debts. (The Treasurer had been unable to meet the calls made on the Treasury, as the returns from costly public improvements, particularly creation of the new streets, had not been realised: the debt on the new streets alone amounted to £166,781 19 shillings at Michaelmas 1816.) The Council also approved the magistrates' suggestion that a statement of the Town's revenue and debts, and a report of the committee of the creditors, be laid before a meeting of creditors. The Council resolved to invite the Town's creditors to a meeting in the Townhall on 21 February 1817. (97v - 99r)
