The Council authorised a trust disposition in favour of twenty-one named trustees, on behalf of the Treasurer's creditors, of the whole heritable and moveable property belonging to the Treasurer and to the New Streets Trustees, with power to feu or sell the property in order to pay the debts due to the creditors. (The trust disposition had been requested at the meeting of the Treasury creditors on 21 February 1817.) (112v - 113r)

The Council recommend the Trustees for the creditors of the Treasury to consider the memorial from Mr Carnegie, Town Clerk, requesting that the emoluments paid to him as Town Clerk, be reserved to him when the Town's property was surrendered to the Trustees, as he has no salary as Town Clerk. [Memorial engrossed.] (113r - 114v)

The Council resolved to meet on 28 March 1817 to elect a Commissioner to attend the General Assembly of the Church of Scotland on 22 May 1817. (114v)
