The Council empowered the Dean of Guild to state to the meeting of burgesses, to be held that day in the Town Hall, that the amendments to the burgh constitution proposed in their scheme of 21 August 1817 were not finally determined, and to invite a committee of the burgesses to discuss the proposals with a committee of the Council.
