| Description | Council meeting, 19 September 1817 [Sederunt given] The Council signed a statement expressing their sincere regret that their endeavour to remove public burdens had failed, and that they were compelled to leave the burgh's affairs in a state of embarrassment. The statement averred that the mode of electing the Town Council and the management of the Town's affairs were radically defective, and recommended to the new Council to change the method of electing the Council, and to provide effective control for citizens over the expenditure by the Town's office bearers. The Council resolved to present a statement to the Head Court regarding the presentation of the Town's Accounts. [Statement engrossed.] The statement invited the Head Court to nominate a committee to examine the accounts of the New Streets Trustees, in order that every transaction connected with the New Streets Trustees could be investigated openly. The Council empowered Mr Thomson, Master of Mortifications, to subscribe to a seven-year lease in favour of William Stephen, shipbuilder in Aberdeen, for the two pieces of ground forming part of the Glebe of Footdee, for the yearly rent of £26 5 shillings payable to the Minister or Catechist of Footdee.
