The Council approved a statement elaborating their views on the defective management of the Town's affairs, as expressed in their statements of 19 September 1817, and recommended to the new Council that detailed statements of receipt and expenditure for the burgh should be exhibited annually for the information of the community. [Statement engrossed, and signed by Alexander Fraser, Alexander Duncan, Alexander Brown, D Chalmers, James Milne, William Read, H Gordon, Alexander Galen, William Lumsden, Robert Walker, George Thomson, Charles Hacket, Alexander Simpson, James Hadden, Gavin Hadden, James Cantley and P Taylor] (147r - 149r)

The Council approved the report of the Standing Committee on the account of receipt and expenditure of the Rogue Money since 1803/4. [Report engrossed.] The committee found that the Collector had made advances in anticipation of forthcoming assessments, and that the debt owing to him amounted to £160 0s 4d; the committee found that the Procurator Fiscal and Simon Grant were also owed sums of money [no amount stated]. The committee recommended that the new Council undertake a thorough investigation of the accounts, as it appeared that heavy expenses incurred in the prosecution of criminal cases were being charged to the Rogue Money instead of to the Procurator Fiscal's charge. The Council recommended to the new Council to adopt further measures to bring a bill to levy an assessment on the trade and heritage of the burgh, in order to defray the municipal charges. Mr Carnegie, the Clerk, had reported that notices had been given to the Aberdeen Journal and London Gazette intimating the Council's intention of applying to bring the bill before Parliament. The Council empowered the Dean of Guild to execute a discharge of the feu duties and casualties payable on the lot of the Lands of Easter Skene called Auchronie, to Mr Alexander Crombie, advocate in Aberdeen, in accordance with the Act of Council of 16 December 1815. (150v)
