Hugh Lumsden Esq of Pitcaple, advocate and Ruling Elder, was elected to represent the City of Aberdeen as its Commissioner to the General Assembly of the Church of Scotland in Edinburgh on 17 May 1827. (193r - 194r)
The Provost reported to the Council on recent proceedings relating to the intended new bridge over the River Don. He announced that following a meeting with representatives of the County a loan of £10,000 had been procured by subscription for defraying the construction expences subject to complying with certain conditions [conditions given]. In order to start work advertisements had been placed in the Edinburgh, Aberdeen press and other provincial newspapers for contractors to build a granite stone bridge of seventy-five feet span over the Don agreeable to the plan and specifications. Accordingly two estimates had been received and that given in by Mr John Gibb, engineer in Aberdeen, was the lowest being £12,874 16 shillings 8 pence, including £502 9 shillings for materials. Sureties were given by James Hadden Esq, merchant in Aberdeen, and William Tower Esq of Kinaldie. All which being considered by the Council they approved the Committee proceedings and authorised the Master of Kirk and Bridge Works to enter into contracts with Mr Gibb. (194r - 196r)
The Council agreed a donation of [no sum given] to the Managers of the Poor's Hospital and elected the following directors for the year ending Candlemas 1828; the Provost, magistrates and other members of the Town Council, Messrs Alexander Stewart, John Young, Robert Duthie and William Davidson, merchants, Mr David Chalmers, Mr William Stratton, Drs Dyce and Davidson, the Rev Mr Abercromby Gordon, Mr Carnegie, Town Clerk, Mr Hardie, Town Clerk Depute and the Master of the Trades Hospital. The Provost reported the sale by public roup of the leases of various properties belonging to the Treasurer for three years from 1 June 1827:
First, a small shop and house held by William Fife and others was taken by the said William Fife at £25 yearly rent.
Second, a shop in Union Street held by John Innes, tailor, was taken by John Smith, tailor at £52 15 shillings yearly rent.
Third, a shop in Union Street held by John Angus & Son, booksellers, was taken by the same at £45 10 shillings yearly rent.
Fourth, the shop in Union Street held by William Johnston & Son, merchants, was taken by the same at £40 5 shillings yearly rent.
Fifth, the shop in Union Street held by John Moir or Philip & Taylor was taken by John Innes, tailor, at £60 10 shillings yearly rent.
Sixth, the shop in Union Street held by William Paterson, bookseller, was taken by William Morrison, merchant, at £60 5 shillings yearly rent.
Seventh, the shop in Union Street held by William Clark, ironmonger, was taken by the same at £48 yearly rent.
Eight, the shop on Union Street and the end of Broad Street held by John Smith, tailor, was taken by the same at £54 yearly rent.
Ninth, the shop in Broad Street held by William Melvin, merchant, was taken by the same at £50 yearly rent.
Tenth, the house on the corner of King Street and Castle Street held by Mrs Milne was taken by the same at £50 15 shillings yearly rent.
Eleventh, the small house west of the former was taken by Mrs Milne at £15 5 shillings yearly rent.
Twelfth, the house in King Street held by Richard Cardo was taken by Thomas Bisset at £32 15 shillings yearly rent.
Thirteenth, the house in King Street held by William Cruickshank, vintner, was taken by John Bain, vintner, at £34 15 shillings yearly rent.
Fourteenth, the house in King Street held by William Thomson was taken by the same at £38 yearly rent.
Fifteenth, the house in King Street held by William Black & Company or George Reid was not bid for.
Sixteenth, the house at Footdee held by Alexander Martin, vintner, was taken by William Black & Company, brewers, at £102 yearly rent.
Seventeenth, the house at Footdee and ferry boats were taken by Smith, Irvine & Company at £161 yearly rent.

The Council remitted to the Standing Committee to advertise the sale by public roup of the leases of the following subjects belonging to the Treasurer from 1 June 1827; the Pack House and Weigh House Dues for three years; the different lots of ground at Footdee held as boiling yards by the Union, Greenland, Bon Accord and Dee whale-fishing companies for seven years; the timber yards at Footdee held by Messrs William Knowles junior and John Gallan & Company for three years; the houses, sheds and ropewalk, lately held by James Gibbon & Company, for an un- fixed term. The Council admitted the following to vacant bursaries at Marischal College upon the Faculty's recommendations; James Robertson, student at the College, to one of Mr James Cargill's bursaries of £9 for two years, in place of Alexander Dyce who has left the College; William Monro to Reid's bursary of £6 for one year, in place of John Burton who has left the College; James Anderson to one of Dr Liddell's bursaries of £5 for one year, in place of Robert Brown who has also left the College.
