The Provost laid before the Council the report of the estimates received from contractors to build a reservoir or dam of about ten acres of surface along the Denburn upon the Commonty of Whitemyres and agreeable to the specifications made out by Mr John Smith, architect. It was reported that an estimate had been given in by William Thomson, Contractors [various sums and conditions attached given]. This estimate was exclusive of the expence of making a tunnel for conducting the water from the loch, by John Street and Woolmanhill, to near the Mutton Brae, where it had been suggested one or more new mills, (comprehending flour and meal mills), might be constructed in lieu of the present mills, called the Flour and Malt Mills, all which the Committee were informed might cost £900. The Provost further reported that a meeting had been scheduled between the Committee and the different manufacturers along the present water course and the Denburn in order to arrange compensation levels to be paid among them as remuneration to the Town for defraying the expence of constructing the proposed dam and tunnel. The Provost reported to the Council on the proceedings of the Committee charged with the division of the Town into different parishes and the building of a new church. After various meetings with the clergy and a Committee of the Presbytery of Aberdeen, a draft agreement had been drawn up which the Provost now laid before the Council for its consideration. The Council approved the report, recommended it be presented to the Presbytery for its opinion and moved that the agreement be engrossed in the Council Minutes when executed. (214r - 214v)
