The Provost reported that at the last letting of the Town's Mills, the tenant of the Upper Justice Mill had complained of the ruinous state of the Miller's house and had conditioned that a new one be built in the course of the present season. Further the tacksman of the Nether Justice Mill had applied for an additional barn or granary, the present being insufficient for his needs. He suggested he would build it himself providing the Council would allow him the value thereof at the expiry of the lease or the Council could erect it and charge him a reasonable percentage increase. The magistrates were satisfied that these were necessary objects and had advertised for contractors and selected the following; John McCondack for masonry and William Westland for wright and plaster work for the dwelling house and the granary [estimates given]. All which being considered the Council approved the procedure of the magistrates in this measure and instructed that the tacksman of the Lower Mill should pay an additional seven and a half per cent on the sum to be laid out upon the granary half yearly. The Council recommended to the early consideration of the new Council the various estimates received for the paving of Union Street west of the Denburn Bridge in terms of the Act of Council of 31 August 1826. (171v)
The Provost reported that the plan and specifications for the proposed new bridge over the River Don, as made out by Mr John Gibb, engineer, had, in consideration of the magnitude of the work, been forwarded to Mr Thomas Telford, civil engineer, for his comments. Due to pressure of work Mr Telford had not yet inspected the plans and so the Council recommended the same to the early attention of the new Council. (171v - 172r)
The Council recommended to their successors in office to receive the report of the Committee appointed to inspect the Town's Loch and also of the Committee for revising the rates of fare and regulations as established in 1799 and amended in 1820 for coal carriers within the City and Royalty. (172r)
The Council admitted twelve members of the Tailor Incorporation as Craftsmen. (172v)
