Administrative HistoryThe Police Commissioners were constituted in 1840 under the Banff Police Act 1840 (see AS/Bbnf/16/6/5), with powers over fire precautions, street numbering, paving, sewers, cleansing, lighting and water supply. They also licensed and regulated carters and porters in the Burgh. The Commissioners were the Provost, eldest Bailie and Treasurer of Banff, together with two Commissioners elected by the occupiers of property valued at £2 or over in each of the three wards.

The Commissioners adopted the 1862 General Police and Improvement (Scotland) Act in 1880, and served as the Local Authority under the Public Health (Scotland) Act 1867 and the Road Trustees under the Road and Bridges (Scotland) Act 1878. The Commissioners adopted the Burgh Police (Scotland) Act 1892 in 1893.
