The Council allocated aid from the Poor's Fund to the following applicants:
Upon the Hospital Charge;
Robert Duncan, soapboiler - £5
Catharine Smith, daughter of Francis Smith, slater - £3
Jean Glass, widow of Alexander Burnett, hosier - £5
Elizabeth Chalmers, daughter of the late Robert Chalmers, bookbinder - £3
Upon the Guild Box Funds;
George Hunter, merchant - £8
William Cruickshank, hosier - £6
George Gray, hosier - £5
Janet Forbes, widow of Andrew Robertson, merchant - £5
Katharine Shepherd, daughter of George Shepherd, late merchant - £8
Margaret Stewart, widow of Daniel Mowat, merchant - £6
Jean Alexander, daughter of William Alexander, dyer - £3 (from Christian Gordon's mortification)
A child of Mrs Reid, widow of Dionysius Reid, merchant - £4 (one of Dr Guild's orphan bursaries)
The following pensioners were granted additional sums to their existing pensions:

A child of Ann Smith, widow of Peter Milne, Burgess - £3 (one of Jean Guild's orphan bursaries)
A child of Isabel Dick, widow of William Strachan, baker - £4 (from Dr Guild's mortification)
Elizabeth Mitchell, widow of the late David Morison - £2
A grandchild of William Smith, Burgess - £3
Upon the Bedlam Fund;
Elizabeth Bean - £1
Mrs Finnie, widow of James Finnie, wright, for John Finnie - £1 4 shillings 6 pence
The following pensioners were granted additional sums to their existing pensions from the Poor's Fund:
Mary Forbes, widow of James Walker, late messenger - 20 shillings
William Naughten, Burgess - 40 shillings
The Council directed all other pensions from the Town's Funds to be continued unaltered. (182r - 183r)
The Council authorised the Shoremaster to borrow the following sums on 20 December 1810 for the execution of the Harbour Improvements. Bills and bonds for the relevant sums had been issued to the following persons, with interest at five percent payable on 20 December 1811:
Mrs Elizabeth Alexander, widow of Mr Patrick Alexander of the Island of Jamaica - £3000
The Treasurer of the Society of Advocates - £2500
William Brown, manufacturer, Banff - £110
William Lyon of Mile End, London - £100
Baillie McCombie - £1000
Mrs Professor Beattie - £450
The Shoremaster also reported that he had borrowed the sum of £50 [no date given] from each of Jean, Elizabeth, Agnes and Ann Barclay in Kingseat and Janet and Elizabeth Rae in Parkhill, with interest of five percent payable [no date given], of which the Council approved. (183r - 184r)
The Council authorised the Treasurer to borrow monies with bills and bonds for the relevant sums to be issued to the following persons:
George Booth in Kintore - £320 (bond to be granted to George Booth and Mary Copland, his wife, jointly and to the longest liver, his or her heirs, executors and successors)
The Treasurer of the Society of Advocates - £400 (with interest at five percent payable on 20 December 1811)
The Council further empowered the Treasurer and Shoremaster to borrow such other sums as necessary and report to a succeeding meeting. (183v)
The Council admitted two Burgesses of Guild. (184r)
