The Council authorised the Treasurer to borrow monies at this term for paying  off any debts or interests which may be demanded. Upon considering the recent  changes in the money market, the Council remitted to the Standing Committee,  with the addition of Mr William Mackie, to fix the particular rate of interest  to be paid to the creditors. In addition the Council empowered Mr William Brown,  the Treasurer, to receive from Mr Duncan, the Master of Shoreworks, a renewed  bill for the principal sum due by the Harbour Trustees to the Treasury.
